Slow draining whirlpool and shower---incorrect slope on the drain pipe?

My friends whirlpool and shower drain real slow and I noticed that the drain pipes (PVC) in the basement don't slope downwards but are fairly level and maybe even have a dip in the middle (not supported by hangers)---could this cause the drains to be slow and what slope is required for this per foot of run. Her drain pipes run about 8 - 10 feet from the shower to whirlpool and then 8-10 feet to the soil stack.

drains are supposed to slope 1/4 of an inch for every 10 feet.
